I think the question is... why do we need to be there at all. I guess since we're already there we might as well go full blast. We have dumped so much money into that place. I guess Obama will have an excuse to not pull us out of Iraq now.

What the heck! 700 million dollars? How do you even spend 700 million dollars in a world torned 3rd world country where the average income was around $1000 per person?
