Why do they want that type of information?
If they really wanted to find this type of information couldn't the government start some small agency with some of the best SEO's this country has to offer? Although their research wouldn't 100% accurate I'm willing to bet their findings would be pretty spot on for the most part.

Well Yahoo and MSN gave up their search info while it was still steaming hot. Makes we wonder if this has happened before and if Google is not complying this time around for publicity, or to make a statement against the Bush admin given the recent “spying” info?
But anyways...
Of all the articles i've read on this it seems that they haven't been asked to divulge any IP addresses or any other similarly sensitive info. So what is the problem here? Why not give them this vague information and be done?
Surely if the CIA, FBI or DOJ asked Google for exact searches (not "random samplings") of "WTC" immediately before 9/11, then they'd most like give it to them without question. So again, it seems like they could be saying “no” out of spite.
Regardless, if the government really wanted to get their hands on 1,000,000 inquires then all they need to do is put thousand horny teenagers in a warehouse size computer lab for a month. That or just hire some experts to make an educated guess on their keyword analysis.

Prosecutors are requesting a "random sampling" of 1 million Internet addresses accessible through Google's popular search engine, and a random sampling of 1 million search queries submitted to Google over a one-week period.
