Wealth Redistribution at it's Finest.
NYC Poor to Get Cash for Good Behavior. 
Discuss the fact that this program is "helping" those that obviously have no desire to help themselves.

This seems like a perfect incentive to get them to want to help themselves. Getting parents involved in education is huge. It's not even really wealth redistribution, it's just a reward system for doing well...monitary encouragment for performance...you know, capitalism.

It "rewards" behavior that is simply the accepted norm; it's not rewarding exceptional behavior.

what about the children of these people, who are we to shove them back into a viscous cycle of poverty. not everyone can be born into a caring family that supports them in making something of themselves. maybe these people don't want to help themselves, but should we punish their children for it?

What a "classist" statement...poor people need the help of rich people in order to succeed.
I guess the terms "self betterment", "personnal satisfaction", "Self Reliance" are meaningless to you.
