U.S. Pollution decreases under GW... say it isn't so!

According to the EPA, the reason particulates are down is because of their Acid Rain Program. The restrictions they put on power plants in the Acid Rain Program had a desirable side effect of also limiting particulate waste. This program began (phase I)in 1995. Phase II began in 2000. So, I'm sorry hella, but this filthy liberal says that Clinton gets more credit for the reduced pollution than BushJr does.
