Troops still haven't gotten reimbursed for their body armor a year after congress said they would.

They never should have been sent into this situation given the information the administration had at the time.

And actually, congress passed the bill to require the DOD to reimburse the troops.

The failure is on the part of the DOD. The DOD is led by Rumsfeld, Bush's secretary of defense.

This failure is yet another failure of the Bush administration to protect our troops.

Lo, you ever serve in the military?

What would you call a bigger failure:
1. Not being able to supply your troops with body armor.
2. Ordering your troops to fight without weapons.

It is sad that our gov't can't provide the latest/greatest body armor or any other piece of equipment.
But this has been happening since the US was created.

I can't tell you how many times we went without food, batteries, ammo, fuel, cold weather gear, etc.

The biggest snafu, to me anyway, was when my battalion was transitioned from Motorized(HMMVs) to Mechanized(M113 APCs).
After picking up our refurbished Viet Nam era APCs, and all the support gear for them, we began our train up cycle to beccome fully trained in mechanized warfare.
Well, some dip**** forgot to increase our battalion's fuel allotment, and after three month's, we mowed through a year's worth of HMMV fuel.

The point is, Rumsfeld knew about this a year ago. He stated in november of last year that armored humvee production was behind because of problems with the manufacturer.....that was quickly shown to be a lie.

Congress mandated that the DOD recompensate the troops for self-purchased body armor over a year ago, and the DOD has failed to comply.

The OP postulated that this is in some way the fault of congress. I am clarifying by pointing out the facts of the situation.

The person/people at DoD/Pentagon that have not done what Congress told them to do need to explain themselves.
If heads need to roll, so be it.

BTW, never sell yourself short by saying "only the Reserves." The mission of the Reserves is as important as active duty.

Rumsfeld's assertion that the military is outfitting Humvees with armor as quickly as possible, the company providing the vehicles said it has been waiting since September for approval from the Pentagon to increase monthly production by as many as 100 of the all-terrain vehicles, intended to protect against roadside bombs in Iraq.

Army officials, speaking on condition of anonymity, acknowledged yesterday that they have not approved new purchase orders for armored trucks, despite the company's readiness to produce more. They said the Pentagon has been debating how many more armored Humvees are needed.

Rumsfeld, questioned by soldiers in Kuwait on Wednesday who said they have had to pick through landfills for scrap metal to boost vehicle protection, said the Army was working as quickly at it could to get armored Humvees to the front. It is "a matter of physics, not a matter of money," Rumsfeld said, adding that the Army was "breaking its neck." President Bush yesterday reiterated that "the concerns expressed are being addressed."
