I knew people on the ground that saw this first hand months ago. I even think someone here overheard someone mentioning that they bought wheels. Let's face it, whoever thought giving the "dirty south" free money intended for lima beans and multi-vitamins is a complete fool.

I see what you're saying but $600 million to as much as $1.4 billion in these types of transactions isn't "some people." The answer is isn't necessarily yes but damn close to it.

The government can set-up contracts with anyone it pleases. It could have made arrangements with a dozen nationwide hotels, home depot, lowes, various supermarkets around the nation and so forth. Establish individual accounts for victims or provide cards that only work at those places. The government does the exact same thing for basic trainees. They give you card with a budget for essential items that only works at AAFES stores.
