PRC gives millions to illegals.
The People's Republic of California is about to become even more broke due to the unlawful tuition break it gives to illegals attending State Universities, while charging out-of-state stundents more.

You'll notice that the report you cited states that 2005-2006 shows a surplus. You are painting it to mean the opposite. It is disingenuous to do so.

I saw the guidelines for these illegal aliens to be considered for acceptance to a University. It was something like they had to have attended 3 years of HS in the U.S. and also be on their way to becoming an American Citizen.
I'll look for the exact requirments later.
