It's interesting that you mention the US' involvment in Africa but fail to mention the USSR.
They are just as guilty, if not more so, to blame for the sorry state of African nations.
While you're correct that one shouldn't toss out the baby with the bath water, but simply throwing money on the problem will not solve ****.
No amount of money can fix the situation in Africa as long as more babies are added to the starving masses.
Fix that piece of the problem, and clean up the leadership, and within two generation, the African continent would be almos self-sufficient.

Throwing money to an idiotic dictater whose motives only lie in his own self profit and funding constant civil wars, is different than investing in a foriegn economy. It seems to me that if you stop giving out free money and start educating the people by moving in some private industry that they can actually use as an export they will be better off in the long run and eventually move themselves toward self sufficiency.
