Maybe it's because they're getting a taste of their own medicine. The insurgents are on a downward spiral...I don't care what they manage to pull off in the next couple of years. They are through. They are going to be wishing for US detention at Abu Ghraib once the Iraqi forces get free reign to have their middle-eastern way with them.
