Not really...but she doesn't present any evidence or arguable point. The most I can say is "Yes, there are similarities between New York a few decades ago and Iraq now, but I believe that the differences far outway those similarities".

NY: -never had a dictator, -was in a country that was democratic already, -had gangs with guns but not guerilla warriors, -had many people who could choose to avoid the violence and live normal lives
Iraq: -had an evil dictator, -the entire country was not democratic, -has guerilla warriors that have extreme weapons, -people who do not want to be involved are constantly targeted and involved without an option to avoid the situation.

In my opinion, the author of that article is a New Yorker with a very self-centered veiw of the world: "I lived in NY when it was SCARY. Iraq is SCARY. Therefore, I know what it's like to be in Iraq right now and I know how to fix it."(Hypothetically from the author)

Comparing Iraq now with NY then is like comparing WWII with gang wars in Compton.
