WRX rear hub replacement

I'm trying to eliminate this annoying vibration coming from my rear wheel. I've replaced the rear + front wheels and re-balanced them three times. I also replaced the rear strut damper, rear wheel bearing, and the spindle housing. I even substituted my friend's good wheels on my car, but the vibration still remains.

Now I'm considering replacing the rear hub. Are there any special tools I'll need to remove the rear hub? I know the rear axle nut is nominally tightened to 137 lb-ft so I already know I'll need a huge breaker bar. Anything else - just in case I have to ease some of those nasty retainer clips out?

Also, what's this tone wheel and could it cause a wheel vibration if I hit a curb?
