Brokeass and sick handling usually dont go hand in hand.

However there are some good "bang for the buck" mods you can do.

1. Tires
2. adj rear sway bar
3. lowering springs matched with some KYB AGX's
4. Strut tower bars front and rear

Do it in that order, and you'll be on your way to a good setup that will get you a better handling car.

i second that, along with new bushings too! swaybar endlinks compliment anew swaybar wonderfully.
if you are going to be driving primarily on street, look into getting some light 17's they along with a good set of tires will dramatically (sp?) change the dynamics of the handling (sorry was writing while trying to work, may not be completly coherant)

18mm RSB ~$80
F/R Endlinks ~$150
F/R Strut bars - depends on whether you want fancy ones or not
New tires ~$400

You will be impressed. If you need more, Eibach Pro-Kit w/ KYB AGX or Prodrive P1 set-up. Mike Shields says the Prodrive is the best, so basically it's true.

Ya that's what I was talking about. A lot of people will say get an adj, but I have an 18mm and have no complaints. I quite frankly wouldn't want to go bigger either. I know at least one person who got lazy and left his adj too big and wrecked his car. I can step the tail of my car out as it is, so I think a bigger bar would be too big for the street. That's all just my opinion though. MAKE SURE you buy heavy duty endlinks. Do not get the thin cheap kind. The brand doesn't matter all that much.

Cuscos are blue, I know I have them. The yellow one is Whiteline. I would never buy anything but the Cuscos, but that's just kind of a brand bias I guess. Options Salon should have Cuscos for a reasonable price, but they are still expensive. I got mine used.

the best thing though to make your car handle better is to get better tires

20mm RSB is only a buck more. I'd say get that if you have a 5 speed, 18mm if it's auto.

Eibachs and KYBs are a cheap and effective combo. Just ask Kostamojen. You can get them for about $550 shipped from Gruppe-S.

Strut tower bars aren't a huge help, but you can get them on ebay for under $80 shipped for both.

Rear endlinks also are a nice touch. They make what you have back there more effective.

The Whiteline antilift kit is also very effective for its price. Around $140.

The Impreza chassis becomes very impressive indeed with well under $1000 in mods. However, a $1400 set of coilovers (or Prodrive World Rally suspension fro SPD) with a good sway bar will be even better. It just depends on if you want to do things a piece at a time or save and go all at once. The P1 setup from SPD is also a good option if you can save a little longer. Most importantly though, get good tires. Great tires on an average suspension is usually better than a great suspension and average tires.
