Rusty brake rotor hubs?

Hi All -
I've got a 2002 WRX that has four brake rotor hubs covered in rust-colored gunk. I've tried washing and scrubbing the stuff off without any success.
I've resigned myself to remove my rims and wheels and wet-sand the hubs. After I've done that I plan to use some high-temp primer and paint to fix the eyesore.
So...has anyone else ever had this problem? If so, anyone have recommendations or suggestions as to the best way to do this, best primer and paint to use, things to look out for, etc.

Sand the hubs back to remove the rust. Don't rub too much on the mounting faces though.
Use a high temp enamel like VHT manifold paint which you can buy in a spray can. This paint requires baking for 1 hour at 100 deg C to cure and become solvent resistant so you need to drive around for a while before you go cleaning your wheels and the discs with any solvent cleaners.

now, i have honestly never seen brake dust case wheels to pit/corrode/rust/etc and i've been arround my fair share of brake dust. if you plan on keeping your car (and your wheels) for a really long time, it might be something to worry about. one problem that's more common, especially if you have cast iron discs, is to have the rotor develop rust spots. those generally go away when you use the brakes again. having the hubs rust is kinda odd, i've never seen it (and i just pulled the wheels off my WRX this past weekend).
when removing sutff like this don't use soap or water, it'll only lead to more rust. if it's a film of dust on a non-painted surface i.e bare metal, you can use acetone to loosen the crud and wipe it off. careful, your paint doesn't like acetone. steel wool works wonders too, but don't use it on anything painted or clear coated.

Thanks for all of the info and suggestions. I've attached a recent photo of one of the rusting hubs.
I figure I'd remove the wheels, use brake cleaner and a wire brush to remove as much of the rust as possible, then wet-sand the rest with water (no soap).
I have some engine enamel primer and paint I was planning to seal the hubs with. Has anyone else gone through this?

I have a friend at work who just recently did this process. He taped off the face of the rotor that makes contact with the pads, and high-temp painted the rest. for the week or so that he's had it done, we haven't noticed any troubles.
