how to tell if a strut is bad?

I just pulled out my stock struts because I am planning on switching my tokicos/s-techs out for a less agressive drop spring and stock struts. I noticed that the shaft takes 5-8 seconds to return back to the top. Is this normal or is this a sign of wear? I just didn't think my tokicos did that, so I figured I'd ask.

Also I'm planning on buying group n top hats, anyone know the least expensive place to pick some up?
