Cusco Rear Sway Bar Install Questions

Hello,
I am getting ready to install a 22mm Cusco rear sway bar on my 02 WRX (sedan). I also picked up a set of Perrin Rear Sway Bar Links to install at the same time.
Couple of installation questions for you folks:
- Is is best to install the sway bar when the car is on the ground (jacked up versus up on ramps)?
- Are there any specific torque requirements for any of the sway bar/link bolts?
- There are 3 holes in the sway bar: which is softer vs. stiffer?
- At what point in suspension mods do you need to consider getting an alignment done?
