Brake Problem

I have been experiencing problems with my 02 WRX's brakes. Every time I compress my brake pedal it grabs like normal then it decompresses even more and grabs again finally stopping the car.
This has been happening for about a month now. I have taken it to brake shops and they do not know what is going on with it. They said to see if there were any recalls on the brakes however I have not found any recall. Can someone assist me with this problem thanks.

Car Info: 1993/2000/2001 GF4 mostly red
First, check the vacuum line from the intake manifold to the brake cylinder to make sure there are no cracks or leaks. Then examine your rotors to see if they look flat and shiny liek they are supposed to. If you are still under warranty and that didn't work, take it to the dealer for an inspection. If you aren't, take your pads off, sand them, and turn your rotors.

I turned my rotors and have brand new pads on and I still get the same problem. There are no leaks in the tubing, so I guess my only other option is to take it to a dealership. Didn't really want to do that but looks like thats my last option.
