It's normal procedure for a seller to receive the money first before shipping the item. Generally Paypal is the safest way to send money and there is some protection, although it's not 100% foolproof.
The two suggestions above are right on, a local in-person transaction is always best and it's a very good idea to check out the person's history on the forum. Never buy from someone who has just signed up and has no post record, you don't want to be the "guinea pig" to find out whether they are reputable or not.
With specific regard to buying an AP, it's vital to confirm that the unit is "unmarried" before you purchase it. In most cases this isn't an issue and the seller will have unmarried the AP from their car, but there have been some instances where people bought AP's that were supposed to be unmarried and in fact turned out to still be married and therefore were worthless. Cobb can reset such a unit so it can be used again, but they charge a very high cost to do so (something like $400), so the only way you'd want to buy an unmarried AP is if it's very cheap (say $50) and you knew about it up front.
