Invoices for STI's start at about 30,900

To get OTD under 30k in CA on a STI they would have to sell it for about 3k under invoice. Not gonna happen.

If you get 33-34k OTD you'll be doing good.

broken in

it's not risky to buy a used one if you're patient and find the right car. Generally properly broken in, not modded, and you can often tell how hard a car has been driven by the tire and brake wear. If it has 7,000 miles and the stock tires are bald, that tells you something!

If you're on a tight budget, really do the research as far as what the true cost of ownership of a car like this is. Maintence is not cheap, and insurance is generally somewhere between ghastly and criminal.

I'm not trying to sound like a "mother" here, but I've seen a lot of people buy these and have to sell them because they figure out in a year that it isn't worth being "car poor", and taking a huge loss.

too good to be true

dude, if it sounds too good to be true, it is.
That's too low for that car. It's either wrecked, stolen, or has something wrong with it and is being denied warranty service.
You can call a VIN to a dealer, and they may be able/willing to check to see if warranty work has been done. You might even want to consider calling the police. Not sure if you know this, but if you buy a hot car, and the guy who sold it to you bolts, they'll take the car from you, and give it back to the owner, and you're SOL on getting your $ back. Especially in California, where those cars still sell for sticker or close to it, there's no reason that that guy should have to sell his for 23,700.

How much would an OTD price be on a 2005 WRX wagon? Please list the down payment as well if you can.

edmunds.com is your friend. it will give you the invoice for the 05 STi which is a bit over 30k with the delivery charge. Subaru holds back 3% of that invoice for the dealer. I'm not sure if that's 3% of invoice or 3% of MSRP. edmunds.com can tell you.
