Exhaust, preferably a complete system with 0 cats. The free flowing exhaust actually saves mpg. Keep in mind that you'll want to get on it a lot more with the extra hp. However, if you take it easy for the most part, it'll save some mileage.

I have an 05 wagon and got 31mpg on a trip from San Jose to Pismo beach and back. That was with a Cobb Accessport running the 91 octane economy map and nothing else. I'm currently at stg 2(turbo back exhaust, uppipe, pulleys, and a few other goodies) and recently made a trip in stop and go traffic to sacramento and got about 28mpg.
The biggest factor in getting good gas mileage is your foot. Oddly enough when my kid is in the car I average about 10 more MPG lol.

Please tell me that's a typo...'cause you're getting 2X the mpg that I've seen in my '05 STi....and I have three rugrats.

can you get improvements with cats in place?
I get depressingly poor mileage in San Francisco, 21 mpg, placidly commuting in a dead stock MY02 bugeye sedan. The pain is compounded by the high cost of 91 (or 87, for that matter) octane gas 'round these parts.
How might I improve mileage without doing anything illegal, or, for that matter, without doing anything that increases emissions, legal or not? I don't want to lose the cats, but would a less restrictive system on back improve efficiency (and if so, would I need a remap to realize the gains)?

im researching up on scoobies and afraid that w/ mods down the road, and city driving plus gas price inflation it'll cost too much..

I hate to be blunt here, but if you're that worried about gas mileage, buy a Honda Civic. Better yet, a Toyota Prius. The WRX is a performance car and as such it gets great mileage. Okay, I'm done now.
