how would you feel about a new STi w/ 200 miles on it?

how would you feel about a new STi w/ 200 miles on it?
so my current car (95 honda accord) is about to die. the cam seal i replaces 15k miles ago is broken again and my car is burning/leaking oil like it's going out of style. im guessing the timing belt is toast too since last time oil got all over it and started to stretch it. it costs $600 to replace them both. unfortunately the shop that did the work only warranties their service for 10k miles and although this leak has probably sprung well within that limit the car has 15k+ more miles on it, i need new brakes on it ($600) and well i just want to get my STi now!!!
soooooo i start looking for Black w/ Gold STis in my area (DC Metro area) and find that the only dealer that has one in the ~150 mile radius i checked is the one that's closest to me. while that would be cool it's the same Black w/ Gold STi i was on their lot back in mid-November. it has 200 miles on it, supposedly from when it was moved from a dealer in southern VA to Silver Spring. at the time I was also told this the 3rd dealership it had been to. when I saw it I was a bit hesitant since the tires looked a bit warn for only 200 miles (although maybe the stock tires look like they are more worn than they really are, ive only seen new STis on the lot.)
I was offered $31,324 for the Black w/ Gold and 200 miles on it with the following options:
auto dimming mirror
wheel lock set
security system upgrade
turbo boost gauge
armrest extension
shift ****
floor mats
it's a decent deal but not super fantastic, another dealer has a new white one with ~10 miles on it for $31,363. too bad im not a fan of white.
i'm thinking about offering them $30,500 for it (hell maybe i should go as low as $30k since the car has been sitting on their lot for at least 2 months now and it has some miles.
so enough with my rambling, but what would you all do? pass on it and order a new one at a higher price and hope my honda holds out? offer them a much lower price and see if they take it?
the same dealership that has the white STi for $31,363 also has a silver one with less options for $30, 780, i could probably get it with all the options for $31,363. silver is my second color choice but i still can't shake the image of a black w/ gold STi....

well i got a white one and b4 i bought it i said i want the gold rims casue they had the silver ones they were like oh k and took them off a different car. just tell them you want gold rims on it and they will trade them out most of the time

update: i got a black w/ gold one last night from another dealership. they had a black w/ silver that wasn't listed on their website that they swapped rims for me. got it with 10 miles on it. $32,400 out the door with boost gauge, security system, armrest extention, wheel locks, and the auto dimming mirror. the parts aren't on the car but they will be installed sometime next week. after driving it back home, taking one of my roommates for a spin, going to work, and taking my boss out for a spin it has about 200 miles on it now.
now it's time to order some winter tires and rims. i'm looking at rotas since they are cheap and seem to be quite popular. i'm bugging everyone to tell me what i should get (i'm looking at the rota torques in silver or gold and the rota boost in bronze.)

too bad i live in a new neighborhood where construction is still going on. mud is bad.
i also got a whooping $500 for trading in my car. but since i needed $1200+ in work on it and kbb.com said it was worth about $1400 i can live with that.

definately. all my friends are wanting me to take them for a drive. i should sell tickets to help pay for the gas. i'm thinkin i might take a road trip up to atlantic city and hopefully win big so i can pay for the winter tires and rims i need.
