The fuel pump relay is located just forward of the passenger side door. Stick your head in the car like you're taking the ECU out, then look right. it's behind the trim, a boxy kind of thing, PITA to disconnect. Disconnect this, then start the car, run it till it dies, then turn the engine over a few more times. Replacing the fuel filter itself is a breeze after this. After you've replaced your filter, reconnect the fuel pump relay, turn the ignition to "ON" to let the system repressurize and restart the car. Easy. Give me a sec and I'll make a pic of where the relay is.
edit: ARgh! forgot that my car is at the shop for a new clutch today. no pics.

when you install the fuel filter, which is located right next to the windshield washers bottle, the filter has a arrow pointing outwards. this points to the strut tower so you dont install it the wrong way.
the pcv valve is a pita. you have to take the intercooler off, and right under the thottle body youll see a hose. take off the hose and there is the pcv valve (19mm). good luck.

As of 05' Subaru (04 for the STi) for some strange reason, has decided to move the fuel filter from the nice easy to change location by the strut tower to inside the gas tank under the back seat just below the fuel pump. I show that in my post but just in case people with 05's go and look they won't find it where it was
