Found a 2002 WRX

I found a nice WRX 2002 Subaru WRX Sedan 5-speed with 58,800 miles. Excellent condition inside and out with Pirelli P6 Tires. From a dealer driving it for personal use. He's asking $16,300. What SHOULD I offer?

Well considering that I just picked an '04 WRX with only 35k miles for 16,700.....you might want to haggle him down a bit.
Go to KBB.com and see what they say. Shoot for low blue book for the purchase price, but don't tell him "yeah...I want to pay low blue book..." :-P

Im definatly not paying Blue Book. My dad is a pretty good haggler and will only pay a good percentage below KBB.

KBB suggested retail is $18k. Nada, which is what most dealers go off of when pricing, is $16,075. I would offer $15k and see what happens.

I told him I will not come out unless he says he can do $14k OTD. I'm hoping for around 14,300.

Just got a $4,000 loan with 3% compounded monthly for 12 months too

I didn't get it from a bank. Straight from my parents so it'll be a lot easier and I won't have to deal with jacked up insurance premiums.
