After close examination of this picture I have concluded that it is real.
The shadows do match and so does the lighting.
The directional light smear could be from many things. Light reflecting off dust in front of the car, camera movement while the shutter was open.
If you look at the backround in the trees, the guy holding the camera is turning slightly left (following the car) and the smear effect is noticed in the backround.
As far as the wheels not spinning it is possible to catch the tires while rotating and not see any wheel spin if the shutter catches it right.. see below

As far as the car being jacked up, I see no indication in pressure difference on the front tires. These tires would show some compression and buldge from being on the ground and having the weight of the car pushed forward onto them. The tires are fully inflated and as a matter of fact no compression at all that you would normally see from a car just sitting on all 4's on the ground.

i think its a fake
and you can take a picture of a moving car and have the wheels look still. but i have yet to see a picture where the wheels are still and othe parts are blurry.
on that picture the top half is all blurry and the bottom half (wheels, rear bumper, and underside) are all in focus. to me that just doesn't make sense. and the closest taillight doesn't look right either

now that i look at it again, i have to say... that its still totally real. the way the rain is picked up by the headlights, the suspension sagging out of the car, the shine of the camera flash under the car and on the mid pipe. and also the way the grain is all consistant. not trying to argue, just saying its possible, and real.
