Like someone mentioned above, the wheels are not spinning AND they are not blurred at all (the rest of the car is blurred moving forward). That's a dead giveaway.
Also, according to the blur on the blinker light (in front), he is going backwards. The person who photoshopped this, blurred the front in the wrong direction!

what if he hit the brakes?
The wheels would stop prob. right away with no real ground contact.
Although the blur up front. But I dunno photos do weird stuff.
