Yes, the tires are stretched. But it is obvious that there is space for a proper sized tire. Even though these particular wheels are sized for stretching tires.

You forget the purpose of struts, which is to absorb impacts. In order to do this there needs to be remove for suspension travel, of which there is no room for based on that picture, much less with even less room due to wider tires. As you can see, it does stick out past the fenders as I said.

No, it's still correct. 9.5" +38 is redundant and too low of an offset for any street driven Subaru and will cost you performance wise and in driveability. 265s for street use is ridiculous. If you're running wide r-comps on a track on wider wheels with more spacing that's perfectly fine; your needs are completely different than what they would be on a street car.

haha pretty sure those wheels are 18x10 +18 work emotion xd9s. that is ridiculous amount of poke and you would need to stretch tires, max camber( rear control arms), roll pull all fenders.

I recently upgraded from Rota Grids 18x9.5 +38 to SSR Type F 18x9.5 +40, I really like SSR and the wheels they make. The SSR's feel way better and are worth the money in my opinion.
