RFL with flutter.

Hi, i just finished a forum search and couldn't really find anything on this. So i'm posting about it. I hear a flutter kinda noise when shifting at like higher rpms in the 3~4 k rpm range. If i shift around 2~3 then the blow off valve sounds normal, and then if i shift higher about the 4.5k rpms i'll get a short higher pitch sound. My car idles fine, but i was wondering do i still need to install the washers that came with it, to get the normal sound throughout all rpm range and gears. Thanks
