Cool and welcome.

Yes the talon has great potential, small light car with a few bolt ons you could be real quick. My friend works on all muscle cars. He even had a 10 second old school mustang primer'd out 'til he wrecked. In any case you'll find that Subaru parts are pretty damn pricey from all imported type of cars. Stock you'll probably be in the high 14's. You know of turbo of course, so the lag is weak.
The first mod you'd probably want to do is an uppipe. Your spool will occur about 500rpm earlier, and the cat is there only for cold emissions. Meaning you can probably have a catless flex uppipe and still pass the smog.

The best bang for the buck is the ECU reflash above. My friend ran catless, and a boost controller and hit 13's fairly easy.

A UTEC is a piggyback, there are other types out there for you ECU, but essentially you can edit the AF ratios entering your car on each gear and rpm. I think, I'm not 100% sure on it.

If your car is bone stock, the best mods to get it to run better personally is suspension and maybe the reflash if you want to feel instant change without spending big dollars.

Consider Prodrive stage II kit for noticably better low end responce and 250 hp from the U.S. spec engine. Above all, it is a SAFE mod. Good Luck!
