Legacy heater control issues

I have a 99 legacy L, 2.5 auto. Been having issues with the defrost and floor heaters not working. The only setting that works is the face setting. Want to see if anybody has dealt with this or a similar issue and has any advice before I start pulling the dash apart. I know it is a vacuum operated system, but cant hear any vacuum leaks either, abs and cruise are working fine, so it must be a separate actuator for the heat im guessing. any advice would be great.

It's cable operated not vacuum, most likely the mode control cable is broken or disconnected.
