Thermal expansion which is the reason for the tank, yes that's normal. It's when it gets so fulll and overflows after the car gets hot that you have problems (headgasket problems most likely)

Water is one of the funky things though it's most dense at 4°C (I think that the temp) and then starts to expand again as it gets <4°. A la, frozen broken pipes in your house...

if it starts spilling out of the tank, first try a new radiator cap, it might be just a worn out spring, not head gaskets. that happened to me about two mounths ago. $5 fix instead of $2000.

This is a very good point, I think it's cheap insurance to get a new cap every few years.
