When I was stationed in Italy a few years ago, Congress changed the rules for importing cars. Previously, if you were in the military overseas and bought a car, you could bring it back "as is." Then those *(&^&$#@ in Congress decided that vehicles had to conform to U.S. code - 5 mph bumpers, door beams, catalytic converters, etc.
I had a Porsche when they did this, and the Transportation office people told me it would cost me more than the car was worth to import it. Why, you ask? Because I would have to send it through a licensed, bonded importer to have the safety and emissions stuff added.
Of course, if a person was to have a car shipped to Mexico and just happened to drive it across the border... Who's to say they didn't intend to take it back across eventually?
