Unless you bust out a wiring diagram, the only way to turn them off is by turning off the car.
It seems to me that there is a sensor on the headlights to disable the daytimes at night (I've had them go off before in my garage), but the other night I turned off the headlights and they stayed on.
Fine with me though, I drive with my lights on at all times. I like that other people can see me better when I'm approaching.

Note that this method will work fine if you have the stock headlights, if you ever install different lights or HIDs you will need to disconnect the main DRL control unit which is located inside the car next to the glovebox.
There is no sensor, the DRLs operate by running the low beams at a reduced brightness level. The unit that is disconnected in the linked post on scoobymods is the dropping resistor that lowers the voltage to the lights.
When the e-brake is up the DRLs will go off, that is why you may not see them in your garage.
