Chicago area dealer question: Warranty doesn't include Labor?!

I had taken my WRX to Gary Lang a while back for an oil change and a Check Engine Light. Now the light is on again and I wanted to make a (LATE) appointment for my 15k service and to check the CEL again. The lady told me that the warranty would cover the parts for my CEL problem, but NOT the labor!
Is this true?
Is this just Gary Lang giving me problems?
Maybe because I'm late on my service?
Maybe because this is the 2nd time the light has come on?
The car is 100% stock, no modifications done whatsoever to void my warranty.
Isn't my factory bumper-to-bumper warranty supposed to cover the entire cost of repair when something breaks? I only have 23k on the clock (I KNOW I'm late on my service, but they also don't give loaner cars and I couldn't go through the winter and get to work without my car).
If this is really the case, then I see no point in sweating over losing your warranty for mods if Subaru doesn't cover labor for fixes.
What's the deal?
