Please tell us what mods you have? Aftermarket seat, steering wheel.....etc? If everything stock, then it must have something wrong, otherwise it will not trigger the light. More detail please!

happens to me every once and a while, just check under your seat for the airbag wires and mess around with the plug. It should turn off eventually. I have heard that the airbag seat wiring or the connecting plugs arnt that good on subarus but i could be wrong.

When the light is on there is a stored trouble code, same as the check engine light. The code is stored in the airbag module though, and can't be read with an OBDII reader (so you can't go to Autozone or a similar place to have it pulled). A dealer can scan it, also a shop with one of the professional scan tools (i.e. SnapOn) may be able to do so.
There is also a DIY procedure in the service manual where you jump two connectors together and read the code through flashes of the light. I'm not 100% sure if it works on your car.
Since your horn and cruise are working it's probably not the clock spring. As mentioned you can try to reseat the plugs under the seats, sometimes the connections may get dirty or intermittent and set a code. Be sure to do this with the key off and out. If the light goes out after that you probably found the issue, if it stays on you'll need to go further and get the trouble code to point to the faulty component.
