Programming remote in '98 GT wagon

Question Programming remote in '98 GT wagon

I've found the directions, and attempted to program a second remote, but the car doesn't seem to respond to the instructions.
(Following paragraph)

Under driver side dash you will find the black alarm module box. In the wire harness connected to that box, you will find a black button. Turn the key to the on position, hold that button until the ds door locks and then unlocks. While still holding the button under the dash, hit the unlock button on your remote. The door will unlock to let you know you have done it right. You will have to program all remotes at same time, one after the other while still holding the button. Then let go of the button and take the key out of the ignition. You should be done and they should work fine.

I turn the key to ON
Press the button (there can't be two of these, can there?)
But the locks do not cycle like they are supposed to.
Any idea what I can do to get this second remote programmed, or why the car may not be responding?
