In a word, the Shinsengumi (the literal translation being the Newly Selected Team) was a Tokugawa Shogunate police system formed toward the end of the shogunate in the 19th century to maintain law and order in Kyoto, the then capital of Japan. There were, however, twists and turns in the birth of the team.
During the years, when they were playing an active role, the public peace in Kyoto had deteriorated because of disturbances created by masterless samurai who, advocating loyalty to the Emperor and expulsion of foreigners, resorted to a series of assassinations of shogunate officials as well as pro-shogunate court nobles one after another.
At that time, a masterless samurai by the name of Kiyokawa Hachiro came up with a proposal, through Yamaoka Tetsutaro and Matsudaira Chikaranosuke, both influential high-ranking shogunate officials, that a group of jobless samurai should be recruited in Edo, now Tokyo, as a bodyguard for Tokugawa Iemochi, the then incumbent shogun, on his way to visit Kyoto.
In March of the 3rd year of Bunkyu (1863), recruitment began and such samurai as Kondo Isami and Hijikata Toshizo applied and were accepted. Thus, those samurai, called the Ro****ai, or Masterless Samurai Squad, went to Kyoto. But they soon broke with Kiyokawa Hachiro, who had brought them into existence.
Kondo and other members of the team put themselves under the protection of the Aizu domain, which had been in charge of the Kyoto Military Tribune. Staying with the Aizu domain, they reorganized themselves into a closely-knit team for the purpose of maintaining law and order in the Kyoto metropolitan area. They were nicknamed 'Mibu-roshi,' as their headquarters were located in Mibu. By their outstanding activities at the time of the 8.18 coup in the 3rd year of Bunkyu (August 18, 1863), they were formally given the name of 'Shinsengumi' by the Imperial Court. Thus, the Shinsengumi was born both in name and in reality.

Roland - "Ezekiel 25:17; the path of the rightous man is beset on sides of the inequities of the selfish and the tyranny of evil men. Blessed is he who, in the name of charity and goodwill, shepards the weak through the valley of darkness, for he is truly his brother's keeper and the finder of lost children. And I will strike down upon thee with great vengence and furious anger those who atempt to poison and destroy my brothers. And you will know I am the Lord, when I lay my vengence upon thee" -- Jules Winnfield in Pulp Fiction

They make it too personal, one of these gook ****ers is gonna make us kill him.
