Car Info: 2013 Toyota Prius Plug In 2011 Toyota Prius
Since we are going to be timing our runs this time. Lets use a couple of references as a benchmark

A stock WRX ran a 1:36.45 lap time. Since none of us are pro drivers lets come up with an easier number 1:40.
Now the ideal time to be faster than is 1:40 for the WRX.
Now not all car's are equal. Some are stock, some have mods. So we need to figure out a way to establish a time penalty handicap.
A good example is Lawson vs Kenji
Lawson's car is stock, except tires.
Kenji's is modified, coil overs brakes tires. How many seconds should we deduct off of his time? I'm guessing half a sec to 1 at the most.
any ideas?

John brought up a good point to me earlier.
At a past event John and Ed were on the track.
Ed was driving my legacy. Only mod on it was the WRC tarmac tires Michellin F22.
Those were indeed cheater tires. John was able to pull away on the straights but because of the grip potential of the legacy, Ed was capable of out turning and out braking on a stock car because of the tires.
John wasn't slow, he was indeed fast but the tires made the difference. Something like this I would deduct 5 penalty seconds.
