Every legit DVD has region codes. Most standard DVD players are made for specific regions i.e. US, Asia, europe etc...If the DVD is manufactured for Asia, then it will not play in US players or other markets. Some DVD players have certain codes that can be inputed, then it allows the player to play any dvd. These DVD players often also remove encriptions that then allow recording from the dvd to another source and so on.
Not sure...I'm sure the MPAA (motion picture association of america) or the DVD Forum would say it isn't. Most player manufacturers claim it's a bug in the hardware/software of the equipment. I haven't kept up with all the DVD laws lately. My company doesn't really manufacture DVD's anymore, we are on the gaming side (game cube/Wii) and recordable discs (DVD-Ram/Blu RAY).
Bigger players like Sony, Panasonic etc... shouldn't have this function, but then, I may be wrong.
