Is this STI upipe defective?

There are two spots like this inside the pipe. I guess this is from the weld that holds the heat shield on. Do you guys think I should return it or just grind these spots smooth with a dremmel tool?

Thanks.

That thing is so tiny i can't imagine it having any effect at all on your performance in general.

I wouldn't touch it if it doesn't leak just keep it.

I am worried about a possible leak. If it wont leak I'm going to knock the pieces off with a dremmel to make sure none of it gets into my turbo.

Have you tried taking it to an exhaust shop? They might be able to doing something if you are worried about it leaking.
