Do not call the regular tech support number. Call 640-2847. This is the direct line for advanced support (people with a clue.)
What you mentioned sounds like the DSL Splitter. In rare cases, tech 1 can see the modem, but the connection is so bad it seems as if its down.
Tech 2 (ATS as they call it) can actually check the 'noise margins' and this will tell them if its sufficient enough to carry your connection.
Depending on your modem and how savvy you are, you can check these stats yourself.
