some of the stuff i am lookin for is: harness bar, cage, mudflaps, seats, functional roof scoop (i know, its ricer, but thats how i am, lol), wheels, skid pad, some engine parts too maybe.

2. Cage- The only worthwhile cage to go with is a full welded-in cage, because if you get competitive, bolt-in cages won't work. And a cage incorporates a harness bar. Most cages tend to be local fab.
3. Mudflaps- RallyArmor
4. Seats- Try to find some place local to try out some seats before you buy. Whatever you do, I'd recommend a FIA-approved seat, like Sparco, etc.
5. Roof Scoop- Good luck. The kits are out there, and you might as well if you're going to go all the way and put a cage in.
6. Wheels- Keep in mind that a lot of dirt/gravel/snow rally tires come in 15-16" sizes.
7. Skid Pad? (skidplate)- There are a few different options, Rallyarmor also sells those.

Also what are mud flaps really for? do they really help preventing dirt getting in your wheel well?
