Soga's (American Cuisine) on E st? it's in downtown across from Baskin Robins near Chipotle.

Cafe Bernardo's (Gourmet, relaxed, 234 D St)
Osaka Suishi(AWESOME suishi bar, 630 G St)
The Buckhorn in downtown Winters (Steak house)
Restaurante Osteria (formerly the Plumshire inn, 2657 Portage Bay E #8 off Russel Blvd.)
Fuzio's (good food but might be too noisy)
Rio City Cafe in Sac.
I think Gayv.. I mean Davis has a restaurant guide online somewhere.

my ex used to work at Bernardo's...it's a pretty good place to eat, albeit a little small. I concur with the advice given above -- GO TO SACTO if you can! there are tons of better places to eat there.

Also try Il fornaio or Morton's in downtown sac.
There used to be a nice Czech restaurant in Davis. I think it was called "Little Prague". Good food. DOn't know if it's still there. Go to Sudwerks and drink lots of beer and eat brats.

It's sad, but Davis has no fine dining. Just make the 15 minute drive to downtown Sacramento and choose from a huge list of great restaurants.
I don't know what your budget is, but for an anniversary I would recommend:
These will all run well over $100 for two:
The Firehouse
Biba's
Morton's
Ruth Chris
Even with a drink or two, these will get you under or around $100 for two:
Zinfandel Grille
Paragary's
Enotria
4th Street Grille
Scott's Seafood
Tunel 21

The Rusty Duck
There are dozens of other places too. My personal favorite is the Zinfandel Grille, but I've been to just about every restaurant on that list and would recommend all of them. I kept things to downtown or midtown Sacramento since I doubt you'll want to come out to Roseville or Folsom.
This is a good site for addresses and phone numbers. Their listing is a bit goofy since restaurants such as "The Firehouse" are listed under T and not F.
