It's Army terminology just like "oh dark thirty". Subordinate soldiers typically with little responsibility are refered to simply as "joe". For instance, when word comes down from higher about a FUBAR task it's common for a Lieutenant to look to his Platoon Sargeant and say "Joe won't like this" or "Joe's not going to be pleased".
