As far as Toyotas w/ VTEC... VTEC is a registered trademark of Honda, I'm pretty sure they don't let Toyota use it. Toyota calls their variable valve timing VVT-i (Variable Valve Timine with Intellegence), and while it's similar technology, it's technically not VTEC.
Besides, if you want to get into VTEC w/ other names, there's also AVCS (Subaru) VANOS (BMW), VarioCam (Porsche), MIVEC (Mistubishi), VVL (Nissan), and I'm sure a bunch more, but I don't know the names used by the domestics.

So, while VTEC does make the motor more powerful, it is *not* "like a turbo".
