Hey, kids, don't forget to patch you (windows) systems!
Make sure to check Windows update to download a patch to help secure you against the latest Microsoft [***]hole, which allows people to run code when you view a .jpg image!
Run windows update custom, don't install XPSP2. Look below for a link to OTHER updates and select the latest patch that plugs a hole in the O/S. Fun!

After reading the description and related articles on the 'net, I believe that it is the software that is suspect, not the JPEG image format. Looking at the list of affected software, every one of them is a Microsoft product. Even with hacked c code written into JPEG data, a properly written application won't execute this code.
It's best to take sonicsuby's advice and get the updates to be sure. He is correct when he stated that it can affect a Windows GDI application.

Well, the .jpg contains virus code. It exploits a hole in the Microsoft GDI, which allows it to execute commands. Unfortunately, a lot of applications use their own GDI, so patching won't keep you completely safe, but it's better than nothing and should be pretty effective. Just keep your virus software up to date too.
