By "confidential", I'm assuming you mean personal, as in phone number. If that's the case, then this would fit the definition of harassment. It's harassment from when you were working there, and it has continued after you left.

You should contact your former supervisor at the government and let them know what is going on and that you plan to file a sexual harassment case. That should motivate them to look into this guy's situation.

Second, if he is attempting to destroy your life somehow, why not report it to the police?

You post is somewhat cryptic, so I can only offer so much advice. However, contacting the police should be your first course of action if you are feeling threatened or have already been a victim of some sort.

 

What Egan posted basically sums it all up. If he really is messing with your life, take legal action. There is no reason anyone should have to live with something like that.

 

You need to hire a PI to do the research for you they have access to many databases that will provided lots of information. The PI will track the guy and help you in reporting him to the police. Then you need to get a restraining order against the guy and wait for him to break it. Keep the PI on for a while and if the guy is really this loony then he will break the restraining order and your PI will be there to catch him.

You are walking on thin ice here, this guy did an illegal search on you and now you want to have someone do an illegal search on him. It is illegal to access FBI database for non-work related inquirers.

Do this the legal way, hirer a PI and a attorney to handle this properly.
