It seems rare for cops to pull you over just for not having a front plate. But they'll add a fix-it ticket if they notice it's missing after they've pulled you over for something else, such as speeding. If you're parked on a city street, meter maids can also ticket you for no front plate if they notice it. It's usually a correctable violation, unless you run into a jerk who marks it non-correctable.

I realize that cops can pull you over for not having a front plate because it is a violation of CVC 5200a. But most people I know that were ticketed for no front plate were pulled over for something else first.
Front plate enforcement in CA is fairly lax compared to other states I lived in. When I first moved here, I thought front plates were optional since I saw so many cars without them. It's mostly luxury and sport car owners. Is it worth the risk of a ticket for the sake of having a clean front bumper? To each his own...

A plate on the front will help in the long run. If you have any visible illegal mods (front window tint, loud exhaust) usually the license plate is just a tack on.
Unless you've been pulled over by a dick cop like Rossette in Fremont (who will pretty much pull you over for ANYTHING illegal he can find) you're pretty much waving a flag to want to get pulled over =P.
Nothing wrong with modding cars, and it is boring doing everything 'legally' but you pay to play.

My roommate was pulled over two weeks ago by Rosette for 35% tint. Then he added on tickets for no front plate and clear corner markers. And he marked all of them as non-correctable. Rosette is infamous in Fremont.
But my roommate drives his bright yellow Mercedes SLK like he stole it... so he may have been asking for it.
