I just turned in my app to the office of legislators as an entry level programmer 
Lady said that they will be screening the app's(since today is the final file date). Then sending out letters, I should receive mine in 2 weeks

Doesn't matter. A horsepower is a horsepower. Unless it's a monkeypower...
Anyway, more RPMs are good, because then you can run silly short gear ratios and get more torque to the ground via mechanical advantage. I'll take 150 ft. lbs. at 9000 rpm over 400 ft. lbs. at 3000 rpm, provided it's in a race car that cankeep the engine spinning in its effective range using the right gears.
