It's not the Evo Subaru is behind, it's the Renault/Citroen and the Focus. If Subaru wants to get back on top of WRC, they're gonna need a smaller chassis as a hatchback.

WRC cars are pretty much purpose built racers that share only minor pieces with the production models.

Basically, polar moment is a result of how far an object's mass in your car (your battery for instance) is from the car's center of gravity. If the battery is way out on the left front corner where stock location is, or back in the trunk at the right rear corner, it is far from the center of gravity and has a higher Polar Moment.
Imagine a 15 pound bowling ball on the floor. It's pretty easy to get it spinning around sitting loose on the floor. But now attach it to a 5' chain, and see how much energy it takes to make it do the same number of revolutions per minute.
You improve a car's polar moment when modding through a combination of weight reduction and relocation. You can either move the bowling ball back near the center of gravity to make it easy to rotate (battery under the passenger seat) , or you can replace it with a tennis ball on a 5' string (lightweight battery). Both are much easier to move rotationally than the bowling ball at 5'.

So because of where subaru decided to put certain things thats why it has a higher polar moment? Are they going to fix it, or is it one of those things that just have to be for production?
