I just put a set of these in the Miata. Very easy and plug and play.

It was a step in having HIDs in the fogs, lows, and highs. The set of JDM headlights I'm selling were purchased to be retrofit with bi-xenon projectors to have HID bulbs in the reflector fogs, HID bi-xenon (dual beam high and low) projectors AND HID bulbs in the reflector highs.

Oh know they're "off road use only".. but made me think, is there a code violation for too bright of light?

I had HID fogs... They were legit.
Until they weren't.
I don't think so. There are a bunch of rules for number of lights and how high off the ground they can be.
But that raises another question. Does an LED bar count as one light?

Doesnt matter as they are not street legal. At least last I knew, "off road" only.
