Question STi -> 00 Coupe - Dash Legal in SM or not?

Repost of a post on the SCCA Forums/NASIOC (bad word?), but I want as much input as possible...

I'm going to check with the SEB, as I respect the input of many of the members here on the board I wanted to run my email past those with at least some experience in the SCCA Solo world. Below is a rough copy, feel free to give me any and all feedback, please make it as constructive as possible.

I am in the middle of an engine swap, taking a 2000 Subaru Impreza 2.5 RS and adding the drivetrain from a 2004 Subaru Impreza WRX STi. I am not completely clear on what I can swap, in particular the dashboard. I am planning to participate in Street Modified at a local, possibly Regional level, if I ever manage to make a National event I don't want to be pushed out of class by a slip in rules. Swapping the dashboard and steering column, as I understand the SM rules, is not allowed, however under Updating/Backdating the dashboard is included and would be allowable between lines. As I understand "lines" this means all NA Imprezas are listed on 1 line in the DSP class as "Impreza 2.5" and this would allow me to change the dash from an 04 Subaru Impreza 2.5 RS into my 2000 Subaru Impreza 2.5 RS, but not allow me to swap the dash from a 2004 Subaru Impreza WRX STi as it is listed under a clearly different line in the BSP class listing. The confusion I am having is the dash itself is physically the same between the two models, the only differences are the diameter of the steering wheel (385mm Sedan, 375mm STi) and the steering ratio (turns lock to lock - 3.0 Sedan, 2.7 STi). Per 16.1.F.1 the changing of "Steering components, including the steering rack and/or box" is allowed (covers the ratio change), in addition to 16.1.F.4 the changing of "Steering wheels and associated mounting hardware may be replaced" is also allowed (covering the steering wheel change). The only portion of the steering equipment in question is the column itself and I have not yet been able to determine if there is any difference between the 2004 Non-Turbo column and the 2004 STi column.

Clarification from the SEB would be useful in avoiding future issues at events, again not likely at a National level but if that time comes I would much rather be prepared than surprised.

Due to the inherent creative nature of this category of classes and the resulting member questions about the intent and interpretation of the rules, the SEB will issue clarifying Tech Bulletins on www.scca.com or in the official SCCA publication on an as needed basis. Car constructors are cautioned against overly creative or tortured interpretations of these rules. When in question, competitors should contact the SCCA National Office for a clarification.

Kind of expected some sort of acknowledgment here on the I-Club, guess not.. For future searchers sakes here is what I have to date...

Here is what the SEB had to say... I am not even remotely pleased with their response, but at the moment I am trying to deal with it professionally... At present I do not have an active member number, I had been a member of the Speedfreaks program early in 00's but let my membership lapse when maintenance costs were outweighed by life costs. I haven't yet registered for a new account as I am not sure how long the current build will take and didn't see a purpose in registering if I can't compete. If it is necessary to verify any of this information you should be able to find my in the Sacramento Chapter standings for 99 or 2000/01 in GS or GS/ST. If I need to register and get a member number before proceeding please let me know and I'll have to work on it.

I might be out in left field with this one, but is it really that large of a drain to acknowledge my question, clearly a rule clarification shows my intent to compete and would imply that I would be getting my membership as soon as I was able to compete. As I can't USE my membership this year what purpose would me paying the fee really serve? Is there some other benefit to getting a rule clarification from the SEB outside of the SCCA?

Input: Should I mention this on a few forums, in their respective competition based sub-forums and see how many people with active SCCA memberships would be interested in the answer and possibly have them provide me member numbers and send the list to the SEB? Politely of course?
